What is the cost per training hour or per aircrew member, and how does it compare to industry benchmarks for similar specialized aircraft training?

Without detailed cost breakdowns or specific training metrics (e.g., hours per aircrew, number of aircrew trained), calculating a precise per-unit cost is not possible from the provided data. However, given the specialized nature of E-4B and RC-135 training, which involves unique aircraft systems and mission profiles, costs are expected to be higher than general aviation training. Benchmarking would require access to similar classified or specialized military training contracts.

Key risks include potential vendor lock-in, reduced leverage in future negotiations if the contractor becomes indispensable, and potential degradation of service quality if competition is stifled. The long contract duration and possibility of modifications necessitate robust oversight to ensure continued value and prevent cost overruns or performance issues.

How effective is the courseware development and training instruction in meeting the evolving requirements of aircrew operations for these specific aircraft?

The effectiveness is primarily determined by the contractor's ability to adapt training to new operational requirements and technological advancements.
