STABILITY IS REQUIRED FOR BOTH CURRENTLY PARTICIPATING STATES AND TERRITORIES, AS WELL AS NEW STATES THAT JOIN, BRINGING NEW TYPES OF DATA. TO THE GREATEST EXTENT POSSIBLE, THE SYSTEM SHOULD EASILY AND AUTOMATICALLY COLLECT AND NORMALIZE DISPARATE DATA RESULTING IN STANDARDIZED QUALITY DATA - DESPITE THE INTRODUCTION OF NEW DATA SOURCES.
